
A federal judge yesterday sentenced Oscar Noe "Psycho" Recinos Garcia, to 23 years in prison for his role in the 2015 death of a fellow gang member he and other MS-13 members thought - wrongly - was cooperating with the feds.
The US Attorney's office in Boston reports:
Evidence showed that Recinos Garcia and others were involved in planning the murder and shared the intent to have the victim killed.
Jose Aguilar Villanueva, 16, was stabbed repeatedly in a Lawrence park on July 5, 2015.
Prosecutors say that as a leader of the Everett Locos Salvatrucha "clique" or sub-gang, Recinos Garcia helped plan the murder of the teen - who was himself an Everett Locos Salvatrucha member. Prosecutors add that the gang's initial attempt to kill the teen was foiled when the gang member assigned the task was arrested first.
Recinos Garcia, 24, and a Salvadoran national, faces deportation after he serves his sentence.
Recinos Garcia had pleaded guilty in March to a RICO conspiracy charge involving murder and to being an alien in possession of a firearm and ammunition:
Recinos Garcia [and two other members] were arrested on July 8, 2015, in Somerville in a raid that resulted in the recovery of a firearm, several large knives, photographs of MS-13 members flashing gang signs, and a large volume of MS-13 paraphernalia, including blue and white hats, bandanas and rosary beads. Recinos Garcia was also charged with possession of the firearm seized on that day.
He is one of 61 people arrested in raids aimed at MS-13 in 2016. To date, 49 have pleaded or been found guilty.

ICE had nothing to do with his arrest and conviction - you can thank the US Attorney, the FBI, State Police and the local police in several cities, including Boston, Everett and Chelsea.

ICE is part of Homeland Security and their SAC in Boston was included in the linked press release. Homeland Security is a big agency but I doubt it was FEMA, the Coast Guard or Department of Nuclear Detection chasing MS-13. Please.

First, they weren't being praised. They were present, just like the Sheriff's Office was there.
Second, ICE does have a role in the final disposition of the case. After completing his sentence, he will be handed over to ICE to be repatriated. Repatriating those who are not supposed to be in the country is what the I (immigration) and E (enforcement) stand for in ICE.

It's the local cop on the beat and sometimes the State Police Gang Unit or in murder cases State Police CPAC (Crime Prevention and Control-Homicide) that ask for the help of ICE.
Very few people, legal or illegal are calling ICE as a first responder. ICE is not going through police reports to check the immigration status of the RP (reporting person). No doubt the locals and State Police wanted ICE by their side to make these cases federal where punishment is real. Local MA courts largely a joke.
If ICE initiates an investigation on one specific illegal individual it's usually based on info from local police, an ex-girlfriend/boyfriend, disgruntled neighbor or a tradesman here legally who is losing business to an illegal. ICE was heavily criticized by the Globe for deporting an Irish "electrician" although he was operating here for years without benefit of a MA electrician license, putting us all at risk. ICE just didn't pick him out of the blue, a concerned person called, rightfully so.
