Black duck...

...but not an American Black Duck as far as I can tell. Anyone know what kind of duck this actually is? Juvenile White Winged Scoter is the closest in coloring, but the bill isn't right for that.

It's a domesticated breed called Cayuga Duck (or more likely a mutt that has Cayuga Duck ancestry - purebred Cayugas are quite big). It would be very unusual to see a Scoter on fresh water in mid-winter.

You seem very authoritative. I’d love to see other knowledgeable birders corroborate. This guy (I saw him with the Canada geese and Common Mallards today) did not look like anything I’ve seen, but his bill was distinctive and large, similar to shoveler.
